You can download the Unreal Development Kit (UDK) engine from Unreal.  This is a powerful GUI-based engine that allows you to create 3D games fast. UDK also has many Add-ons available.

For maps, static meshes and textures, you can download 3DBuzz’s assets for UDK or these UDK assets from UDKResources:
